Wendy Flanigan
Wendy Flanigan has more than 20 years of experience in business administration, contract management, technical writing, and proposal development. She obtained a Bachelor’s of Science degree in Finance and a Bachelor’s of Art degree in Marketing from the American University in Washington, D.C., in 1998. After graduating, she began her career in Telecommunications, following deregulation which was enacted in 1997. She worked for several telecommunication companies including MCI WorldCom, gaining a broad level of experience in the field through roles such as Branch Administrator, Revenue Assurance Specialist, and Contracts Manager. In her last role as Contracts Manager at MCI WorldCom, is when Wendy rediscovered her passion for research and writing.
As the dotcoms failed in the early 2000s, Wendy seeking stability, moved onto Federal Government Contracting, working as a Program Analyst for Mathematica Policy Research in Washington, DC. At Mathematica she was a contractor for the U.S. Department of Labor, Employee Benefits Security Administration (EBSA) in support of the ERISA program. ERISA is administered and enforced by three government bodies, the Department of Labor, the IRS, and the Pension Benefit Guaranty Corporation, stakeholders she worked with directly. Wendy worked on behalf of EBSA with the IRS and PBGC, in managing a major prime contractor who processed ERISA filings and on modernizing the old ERISA system. Building on her experience in Federal Government Contracting, Wendy moved onto NJVC, an Alaska Native Company who was awarded a 10 year IT/IS contract by the U.S. National Geospatial Intelligence Agency. At NJVC, Wendy worked as a Subcontracts Manager, overseeing the performance of major teaming partners including large system integrators Computer Sciences Corporation, Booze Allen, Lockheed, Raytheon, and more as well as smaller IT companies.
Wendy left NJVC in 2007 to join Accenture, as a Contracts Manager in support of the U.S. Visit IDIQ contract awarded by the U.S. Department of Homeland Security. At Accenture, she managed Accenture’s contract with the DHS as well as subcontractors who supported Accenture on the contract. In addition to contract and subcontract management, Wendy supervised staff and lead proposal development efforts. After several years at Accenture, Wendy left the corporate world to become an independent writer and worked with small and medium sized businesses in developing a broad spectrum of writing products including policies and procedures, IT plans, risk mitigation plans, and more. She also supports businesses in the IT and Defense sectors in developing proposals for Federal Government contracting opportunities.
When William joined LPL, Wendy took on the role of Operations Manager in support of the Flanigan Wealth Management Group (FlaniganWMG). She assists William with new accounts, client relations, and marketing while continuing her passion for research and writing every chance she gets. In their spare time, Wendy enjoys hunting for antiques while William follows his life-long fascination of world history, particularly military history and strategy. Both William and Wendy are also actively involved in school activities in support of their three children.
